Can someone explain to me how to understand the recommendations? Especially when it says 4oz per volume, etc.

12 ounces is equal to 1 cup plus 4 ounces so it is saying the same thing

Liquids are measured “by volume,” cups, Tbsp etc are volume measurements. “By weight” is a measurement by exactly that, by weighing them.
