Under water umbrella sleeve

Need some guidance. We are under construction and not yet to the plaster phase. We have a tanning ledge where we want an umbrella holder (under water).
However, our PB installed a 2inch pvs pipe with no bottom cap prior to shooting the concrete, Is this normal? Shouldn't there be an end cap glued to the pipe so water does not leak out? Is there some type of fix or sleeve that goes into the 2 inch pvc pipe?
 
Normal no, these are the sleeves that I use with the top cap.
During Shotcrete a hole is cut out while the Shotcrete is still green, then during the plaster phase the sleve is inserted and packed around the edges with a plaster mix.

Thanks. Can I just get a socket like the above and insert into the pipe, then plaster? PB is saying he's going to fill the pipe to the desired depth with concrete. With no cap on the bottom, I don't see this being the way to go.
 
much appreciated. just bought an Aquastar sleeve and will have him replace the pipe with it.
What should he fill the hole with prior to putting the sleeve in? Hole is roughly 18 inches deep.
Just want to make sure he does it properly. Thanks again for the valuable info.
