When the timer turns on and the pump is set to low it hums but does not pump. If I turn it on high it comes on and I can turn it back to low and it works. I'm about to close so I can look at it but any ideas? Thank You.

That sounds like it might be the centrifugal switch. Take the back of the motor off (with breaker off), and inspect the switch contacts for corrosion.
