Gunite pool looks pretty good but three tiles around inside perimeter of pool popped off recently. Tiles are about 4" square and are thankfully intact. I purchased mastic, but am unsure if I should get a chisel or grinder to remove old material so tiles will be even with surrounding tiles. I understand I will need to drain pool down and have surface clean and dry before attempting the repair. See photo. Suggestions?

You should not have to remove materials off the wall or tiles unless its loose. It should match up to the thickness of the existing tiles unless you got some concrete on the tiles.

If you want you can try scraping off any old adhesive with a small putty knife - the ones with the thicker blades. Or a chisel if you must - but only by hand.
If for any reason it is really high or does need to be ground down - do the tiles first with an angle grinder and a grinding stone, don't let the tiles get hot when buffing. Otherwise go easy.

I cant see in the pic but is the water below the tiles: if not you need or should drain below the tile level before installing. The area should also be dry. Not a fan of the underwater quick set products if you have the time to fix it right.... but thats just me.

You can apply the tiles with the mastic (I prefer Ladicrete for underwater applications) - then use blue tape to secure them in place so they do not slide or move.

Grout when the tile is set.
