The Hayward Pool Cleaner stuck in deep end

I installed a Hayward The Pool Cleaner recently but its staying in the deep end. It’s also not fully climbing the wall. I counted the RPM using the wheels and it was at 9-10 RPM. I’m assuming the suction is too low. Do I need a pump that has a higher horsepower? Here are my pool specs:
- The sticker on the pump says 0.95 hp pump but online it says it’s 0.75 hp(Waterway SMF-107)
- 48 sq fr DE filter
- 1 skimmer
- 1 return

Do you have the return aimed downward? It can push the hose and steer the cleaner. All the hose sections being used? Flow limiter adjusted wide open?

The return is point down but at a angle away from the deep end.

How many hose sections are there? I received it used. I connected all the hose sections I received.

I believe the flow limiter is fully open but I’ll double check.
