Swimpro voyager trickling

I'm having a problem with my pump and filter not actually pumping the water. It's trickling from the pool into the pump skimmer and not pushing much out.
I have taken it apart and cleaned all my baskets and the cartridge filter and still no luck. I also can't find any clogs in the hoses.
I'm at a loss! Any help would be appreciated! I've attached a video for reference, hopefully it works!

My files seem to be too large to upload, I've got to play with them and see if I can attach, but I may have figured out the issue! My water level went down as I cleaned the filter cartridge numerous times and was hovering close to the bottom of the skimmer. I've added about an inch of water so far and it seems to have built up pressure. Hopefully that does the trick!
