SWG % Output/Chlorination Cycle - Aquarite S3

Hello. I'm confused about the % Output on the Aquarite S3. After reading through threads here on TFP, I learned that the SWG is on a 180 minute cycle and produces chlorine according to the % setting. I was initially told by my PB that the % represented the amount of chlorine that is being produced. So, of course, I was trying to time myself checking the panel to see if the SWG was on or off according to my timed calculations.
So, I decided to email Hayward directly and find out what the time cycle was for my particular unit (Aquarite S325). The specialist responded that the machine produces chlorine consistently at whatever % setting, at a reduced voltage and amperage.
I asked him for clarification as to what exactly the % represents on the SWG:
1. Does it represent the "TIME" the unit produces chlorine based on the 180-minute cycle? OR
2. Does it represent the amount of "CHLORINE" being consistently produced at a lower output?

He responded that the 2nd question is correct. So, now I'm here, looking for another opinion or rebuttal. Am I missing something here? I'm now more confused.

For the regular AquaRite, the cycle time is 180 minutes.

The S3 might be different, but I don’t think that it is.

While not generating, ProLogic will say percentage met, or Aquarite will have the generating led stay on when the switch is in auto even when it's not actually generating.

You can verify by checking the amps and volts at the beginning of a cycle and then see if they stop at the time predicted by the percentage.

For example, at 70%, it will generate for 126 minutes and then it will stop generating for 54 minutes.

The instant salinity and the amps will be zero when not generating.

Then, it will reverse polarity and a new 180 minute cycle will begin

You can check the voltage to see if it changes when you reduce or increase the percentage.
 
I have checked the amps and volts at the time predicted, and it's not ever "on" or "off" when it should be. That's why I'm tempted to believe that it is on a consistent production at lower amps/volts. I will try what JamesW suggested and check for increase/decrease when I change the %. Thank you all.
