The rule of thumb is the surface area of the pool and solar panels should be equal. So for you 32x16= 512 sqft of solar panels.

You should shoot for as close to 512 as you can afford and fit in the area you plan to install the panels.
 
Not really no, the surface area of the pool has more to do with evaporative loss which has a greater impact than anything else on the loss of heat in a pool. That's not to say you won't be able to make your pool warmer with less than the ideal amount of panels but you should shoot for as close to it as you can get.
 
Not all of the kits are the same. Some have more parts and pieces than others so you need to read very carefully what you are buying. For a solar panel system you will need at minimum:

Panels
Hardware to mount panels
Plumbing to connect panels to pool pump
Vacuum relief valve
2 check valves
Isolation valves
Solar controller with automated valve (optional but highly recommended)
