Stop skimmer from emptying when pump stops?

Looks like normal back pressure from the filter. Adding a check valve between the pump and filter should help. Putting a medium sized rock in the skimmer basket can help. Make sure that the rock cannot get to the skimmer hole. Address any air getting into the filter. Make sure that the filter is clean.
