Spa fountain pipe loose

My little kiddo was swinging from the fountain pipe in the spa today and now it is loose tipping from side to side. I tried to unscrew it from the bottom of the spa, but something seems to be holding it. The theads of the pipe seem loose, but the pipe will not turn. What is the normal method of construction for this? I can drain the spa and get in there with a wrench and unscrew, but I don't wan to break anything worse or cause a leak.

Nothing is “normal” with pool and spa construction.

How old is the spa?
 
I don’t know what you would find that is repairable if you removed the pipe since you cannot get into the bottom of the spa. Be prepared to cap off the hole and abandon the fountain if you remove the pipe and cannot figure out a fix.
 
I think the pipe threads between the fountain pipe and the bulkhead are loose. The wife hates the fountain anyways, so the plan is to eliminate the pipe and just have a return fitting on the bottom. I think the spa needs that flow to maintain the freshness of the water. The other returns in the spa are shut off by auto valves when the spa is off.
 
I was thinking about draining it and cutting the fountain pipe down near the bottom so I can see what is going on. Then I should be able to cut lower or unscrew it as I see fit based on the inspection. I don't know if it's a good plan, but it is a plan.
