Spa Draining

Hi everyone, I have looked at a few posts and my understanding is that:

Pool Mode - intake valve suck from the skimmer and return mostly to the pool and some from the spa.
Spa Mode - instake valve should suck from the spa and return valve should go back to the spa.

At the moment when I am in Pool Mode, the skimmer works, the returns in the pool release water and the spa fills up and gently overflows into the pool.
When I put it in spa mode, the spa currently drains. I am trying to work out what is causing this.

you have 2 actuators on valves - one valve is on the suction before the pump and the other is on the return prior to going back to pool/spa. It is hard to visualize yours as you got close ups and it may be better to back up and provide some wide-angle photos of your pad.

Both valves should rotate when switching from Pool Mode to Spa Mode. Does that happen.?
It appears that the valve on the return side is only partially turning (or not turning at all) when in Spa Mode which is causing your Spa to drain (suction side pulling from spa drain) but the return is to both spa and the pool (or maybe pool only). Please look at your valves and switch between the 2 modes and let us know what is rotating. The rotation should be 180degrees.

When in Pool mode - it appears you have your return valve & actuator is cammed to direct flow to both pool and spa. A wider photo of that would help. This causes the flow to the spa and overflow to the pool. However when you switch to Spa mode, you cannot have it flow to both bodies of water - it needs to only flow to the spa.
