Solid safety cover sagging under weight of snow

Hi , I have an I ground pool located in New York . I currently have a solid Merlin safety cover installed. This winter we have had an unusual amount of snow and until recently the cover seemed to be sagging under the weight. Most of the snow has melted on and around the pool and I have noticed that some of the cover anchors lifted up about an inch. My question is, should this happen normally or is the there a problem with the install .
 
They shouldn't have pulled out. Normally the weight on top of the cover is mostly held by the water, so it really doesn't put an excessive load on the anchors. If the water was too low in the pool, it could have caused extra strain.
