So confused with measuring and order of things

vinyl liner
sand filter
CYA & chlorine are 0
pH 7.3
Alk 30

Obviously Need to add CYA. Do I add it now and start the SLAM and then measure it again in a week?
Ph is OK, But alkalinity is not is this a problem? According to pool math I need to add 15 pounds of baking soda should I do this now or latet does it matter?

Pool math is also telling me to add 1 gallon by volume of sanitizer for SLAM I don't know what this means.

Update' I added a little less than 2 lbs of CYA to skimmer basket and 4 gallons of sodium hypochlorite 10.6% with pool on filter. Supposed to be hot and sunny tomorrow so wanted to get a head start.

Done. I got the TF-100 kit Recommended on this site. I tested it this morning.

Add 30 ppm TA worth of baking soda.
Add 30 ppm CYA worth of stabilizer using the sock method. (check how much you have already added).
