I added DE per forum recommendation, and within a few hours pressure went from 17 psi to 30 psi. I back flushed. My question is: does the DE stay in sand? Or does it have to be replaced?

It needs to be replaced. That is the point of backwashing.
If your clean pressure is 17, you should backwash when it gets to 21-22psi.
