Skimmer Control Plate

Hello,

I use what I believe to be the a Baker skimmer control plate to connect a hose up to my skimmer when vacuuming. The model number on it is C51-252-124. I'm looking for instructions on when/how I should be using it. I'm not sure if I should be leaving it on the skimmer all the time or only when vacuuming. I found a Baker Hydro Skimmer brochure online, but it doesn't say when the skimmer control plate should be left in.
 
These instructions are from Waterco, a company that produces a skimmer plate similar to yours...

NB: The vacuum plate should be left out of the skimmer box and the main drain inlet(s)/ flow adjuster should be open during day to day running.

I used one on my previous pool and removed it while not in use.

I might be looking at a different model than what I have, but from the brochure I have:

The patented Hydro-Control Plate is a feature of all Baker Hydro Deluxe, Commercial and Hydro-Pak skimmer systems and is designed to easily regulate the ratio of flow between the main drain and surface skimming to provide a convenient connection point for a vacuum cleaner hose.

Is there a scenario where you would be using this without the hose connected? There's a vacuum pool and "normal operation" arrow on the plate to manage the intake. I guess I'm not sure what normal operation would be if the instruction say you should only be used while vacuuming and why this brochure mentions skimming.
