Should the metal shaft on a new replacement motor spin freely when spun by hand

I have just purchased a Blue Torrent 1 HP replacement motor for my Hawyard Super Pump (SP2607x10). You can see the Blue Torrent Pump here at Hayward Super Pump Replacement Motor (1 HP, 115VT/230VT)

The Blue Torrent motor has arrived and I noticed that the stainless steel shaft on the motor does not freely spin. Last time I replaced a motor, I recall that the shaft was freely spinning. The pump has not yet been installed but I am wondering if I should be concerned that I have a damaged pump. Is it normally expected to have a freely spinning shaft on the replacement motor?

Thanks James for your responses. I have attached 2 pictures - the entire motor and the pool motor label. T

This morning we put the impeller and diffuser on the motor shaft and tried to spin it and it now appears to spin freely. I suspect the shaft must have been sticky/stuck probably because the motor may have been sitting on the shelf for a while.... I suspect. With this development, I will install the motor on Monday and see how it goes then. Thanks again

Was the pump assembled when it was hard to turn?

If yes, the assembly might have been incorrect.

If no, maybe a bad motor.

I don't see a manufacturing date on the motor, but that would be helpful if you can locate the manufacturing date.
 
The motor was not assembled when it was hard to turn. That was the observation when we took the motor out of the box (its a replacement motor that we ordered).

I will see if I can find a manufacturing date on the label. Now that is freely spinning, I am hoping that the issue is behind us. Will let you know how it goes after the pump gets installed tomorrow
