Semi Aboveground / Semi Inground pool advice

Looking to install a semi inground pool in Northeast Ohio. We have received two quotes, one from radiant and one for an oasis pool.

Is the radiant worth the price premium? What advantages does it offer besides the insulated walls?

When installing a semi inground pool should you use concrete around and underneath? Why? One installation quote had and the other one didn't.

Any other general advice on this type of installation?
 
We got a quote for the 12x24. So do you know if the cement is necessary?
Found this on another post. The only Radiant installer, in our area, said he does it.

Here is what it says about the collar, I am not doing the walk in steps.

Check with local building codes before installing your Radiant Metric pool inground. If the pool
is to be installed in geographic areas with winter ground freezing, Radiant Pools recommends
a 6” to 8” concrete collar around the entire pool (fig.1).

If you are installing a walk-in step, Radiant Pools REQUIRES that a concrete collar be poured
around the entire pool (fig.2). Add 2.5 yards of concrete to the ‘estimating concrete requirements’
for the concrete around the step and A-frames.
