seeking easily removable stair option

Currently we have a set of stairs that is held in place by cement weights (quick cement in plastic sand holders) not the easiest to move, tends to collect algae, and create flow issues. Anyone know of a better solution? Here is a picture of our setup. One after a storm blew chair into pool but you can see stairs. I would like something we can easily remove and access from pool deck.DSC02602.jpgIMG_2063.jpg
 
I found that having the "arms" of the steps secured to the deck kept the steps from moving. My steps have holes on the steps so they do not allow air to collect inside them so that helps also. I bet you could "burp" your steps by turning them on their side in the water to allow the air to escape.

Other than that maybe find an easier way to connect and disconnect the weights.
