Sand from steps

You would have to remove the steps from the pool, then remove the sand. You might need a shop vac to help get the sand out.

Take the stairs out with brute force and take all the sand out.. then use weights to keep the stairs down... some use cement/concrete in containers with lids.. I used 2 truck bed liner coated 45 pound weights 
People have also used pvc pipes filled with sand as stair weights.

The sand is back? The only other place is your sand filter... You may have a finger or 2 broken and it is leaking sand...
What are these fingers your speak of? How do I fix it? It just a year old

Are you referring to those little greenish mounds as sand? If so, that's algae not sand. Post your test results and do an OCLT to be sure.
