Salt water not working

I bought a salt water chlorinator last year for my intex pool. Worked great. I just set it up again this year. its been running on boost for 8 hours and my chlorine level is 0.
I did the cleaning with vinegar as it says in the manual and its been running for a few hours on boost again and nothing has changed.
Someone help please!! i have no idea what to do now
 
Unfortunately on small units for above ground pools we have no diagnostic readings to work with. First, as with any SWG you should use bleach to raise the chlorine level to your goal. The SWG may produce enough to maintain chlorine levels in a clean, properly balanced pool, but shouldn't be used to clear a pool or initially add chlorine to start out.

It is very possible that the SWG is working, but chlorine is just being consumed faster than it can produce it. So you should start out using bleach. Once you have everything balanced and working, then you can turn on the SWG.
