Salt level during partial drain

So I pumped out 1 foot of my 5 foot pool to get salt level under control. Before I started it was 2200ppm. This is my dumb question, if I test the remaining water before filling. Should it read less than 2200ppm? Yes that is the reading on the remaining water, just like before I started pumping down.
 
Nope, the remaining water is still 2200 ppm until you mix it with salt free water and dilute it.

Take some OJ in a glass. Pour out some. You still have the same OJ in the glass.

Now add water to the OJ glass, shake it up, and you have diluted OJ.

I thought as much, just having a bad day. Something tells me to keep pumping down another foot.
