Salt Cell Voltage Reading

I've had this about 7 years. Today, I tested pool and noticed chlorine dropped so I went to turn my chlorine up from 67 to 72. Inspect cell light came on briefly and then everything went black. The panel still works (reads 3000, 72 p, etc etc) and the no flow light works when you turn the pump on and off.

So, am I correct to assume the salt cell has died? I can't seem to find any trouble shooting tips on this.

Currently have a Hayward GLX 15 w (pic) and ordered a W3T-15 (pic). I'm assuming it's the current replacement.

Any help/advice is greatly appreciated. Thanks.

I just ran through my diagnostics and everything is normal except for cell voltage. It reads 15.4. From what I read, it should be 30-35 when off or 22-25. Does this confirm that my T cell is dead or do I have other issues?
