Should pool maintenance companies be expected to "occasionally" clean the salt cells (maybe 1 or 2 times a year as part of "basic" (regular/weekly) cleaning service? Also, would you expect your pool maintenance company to inform you of an issue with you pool?

I would not have them clean the cell unless you give them specific instructions NOT to clean with muriatic acid...and to only do mechanical cleaning:
