Rust pieces from liner won’t vacuum and are dangerous

The liner on my pool has been dropping pieces of rust into the water that are sharp and small. I have tried to vacuum them countless times and they are spread all over the floor of the pool. We covered up the rusted liner but it keeps deteriorating. They are so hard to get rid of does anyone know how ? ( we have also tried to scoop them up but they won’t scoop, also I know they are not rust spots)

Got pics of the rusting spots ? Liners are vinyl and I'm guessing its the pool frame that's rusting ?

Is the pool frame magnetic? If so, try a small magnet to pick up the metal pieces in the pool.
