Replacing horizontal beams on intex 22'x54" pool

We have some rusted horizontal beams that need to be replaced and are on their way. My question is do we need to drain the pool to do this? I've found very little information describing this situation so i'm hoping someone here has some experience and can lead me in the right way. Thanks for any help and suggestions you can give!

I don't think you can replace them without draining the pool. Probably not the answer you want but I don't see any other way to do it.
