Repairing cracked Stairs

Hello Everyone,
Our new home came with a pool which had a cracked stair that was previously repaired. It was “not a problem “ post repair (which looks like a DIY patch job). The water level was stable until after we started using the pool. I noticed the water level would drop 1-2” every 2-3 days and we’d need to add water to the pool. I’m fairly certain the previous repair is leaking. The top step, area around repair, and middle of bottom step (adjacent to the crack on the middle step) seem to flex a bit when walking on them.

The liner was “new” within 3 years (although I don’t know how much to trust that). We’d like to do a quick repair now with a more extensive repair when we drain the pool to close it anyway. Or is now best since the weather is warm and the liner will stretch better?
We were quoted $1300 to back fill under the stairs and fiberglass over them for a proper repair.

What are your thoughts and experiences?

Anyone DIY a stair repair like this- meaning drill holes, stuff sand, epoxy and fiberglass over the tread?
My very handy husband thinks it’s doable?
How about building a dam around the stairs so we don’t have to drain the whole pool? Anyone do this before?
