RayPak Heater won't light the pilot

Clogged orifice yes can be cleaned but if it is dirty or otherwise clogged, the pilot assembly may also be corroded to the point you may break it taking it apart. New assembly is < $100.

Stuck or failed PV solenoid (gas valve) or could also be a bad or chewed wire to the gas valve. Do you hear a click from the gas valve when you first call for heat? Note: you should get ~28-32V between the PV and the MV/PV connections on the gas valve during pilot IGN.

No spark AT THE point of ign. You may hear it, but if the high tension wire is cracked or has lost its insulation, it could be arcing across to the cabinet elsewhere, it could also be making more (sparking) noise than normal, making you think the igniter is working properly.

Pilot IS lit, but it igniter is still buzzing making you think it has not lit, which would be a different problem (for you) to diagnose. Do you have visual proof of pilot lit or not lit?

I'm having a similar problem - the pool heater does ignite from time to time but it's hit and miss without me doing anything to unit other than turning it on and off. It is a Raypak 407a.

I also see the igniter probe ground out to the gas line going into the assembly - this tells me that the power cable with the boot isn't press onto the probe all of the way... does this makes sense what I'm trying to explain?

I've ordered a new pilot assembly, but in the meantime is there any way to stick a long lighter to ignite the pilot?
