PVC Cement Not Sealing

I need some help in what to use to to seal both ends of a union to pvc pipe. I installed 2 unions as you can see in this photo. I have marked where the leaks are at. Do I need to start over or use something to seal from the outside? I have used an indoor/outdoor sealant as well around the outer rim and that is not working either.

I'm not the expert you need on PVC cement (although I mess with PVC all the time). It looks like you are using the right stuff. I assume you're coating both surfaces that need to be sealed together?

You really can not fix the leak from the outside. Likely need to cut out and start over.

Yes, I coated all surfaces thoroughly.

No, I did not use a primer. I specifically asked when purchasing this about using a primer & was told it wasn't necessary. So I would assume I need to start over? If so, how do I go about this?

Cut it out, get another union and a coupler and some pipe.

Use primer, then solvent, then twist the fittings together with about a 90 twist.

Ok...I will do this and hopefully this will solve the problem. Thank you for your assistance.
