Pump Shaft Seal Installation

I just had a leaking shaft seal replaced on a two year old motor and the pump went from whisper quiet to annoyingly loud. I pulled the pump out to inspect the impeller and noticed this sloppy bead of sealant around the seal plate, makes me wonder about the repair. Is that a normal part of the fix? Thanks in advance.

There isn't really a way to know what caused it but that sure does look like someone who was in there was sloppy and that's never good.
 
Thank you all. I now believe the "sealant" is in fact silicone grease put on a little too thick during seal replacement and the fact that the bearings are corroded and making noise are the result of the shaft seal leaking for an extended time.
