problems with chemicals on startup

We put up and filled our Intex AGP (8400gal) Thursday evening. Added 210lbs salt, ran sand filter pump for 16 hours, then switched on saltwater system, ran that for 8 hours. Here are my readings:

I checked the electrolytic cell and it was loaded with scale. So I've got everything turned off and the cell soaking in vinegar. What chemistry do I address first?

210lbs of salt in 8400 gallons should have added almost 3000ppm of salt. Which test kits are you using for these results?

You should first establish a FC level using bleach, then turn on the SWG to maintain that level.
