Pressure test lines - best timing

Is there general guidance on when is the best time to do pressure testing? Our PB uses an air gauge not water gauge. What can you share on testing LED lights in the pool both when there is water in the pool and then AFTER the pool is drained of water.
Should lines be pressure tested before the pool is replastered? There will not be any further pool patio work deck work done - the concrete is in place. No further skimmer work. There is tile and stone work needed, pool shell preparation and I am concerned about a LED light leak that was quickly repair as water was coming though the pool wall behind the light just before the plaster was done. How does a pool light leak when there is no water in the pool at all? Trying to understand what we can do pressure test wise before the re-plaster work. Thank you for your input.

I am pretty sure the plaster is what makes it water tight. Someone with better knowledge can correct me if I am wrong.
 
Best time for pressure testing is while any work is being performed on the pool or surrounding areas.
Air gauges are most commonly used for the test.
Testing the LED lights for what exactly?
Yes, the plumbing lines should be pressure tested prior to plastering and during deck work.
Water leaking past the LED lights (plumbing pipes) is very common prior to plastering, water is passing between the pipes and the Shotcrete from the hydrated soil behind the pool shell.
The plaster crew will fill the voids prior to plastering application to stop the intrusion of water.IMG_0763.pngIMG_0761.png
