Pool Return Jets Throwing Air

Hello,

I have observed from last couple of days that pool return jets are throwing air. While reading online articles it is suggested to maintain water level at skimmers, however at any level of water to skimmer problem continues. After doing more research and checking valves, if I close one of the valves, which is directly control one skimmer more than 30% return jets stops throwing air. Now I'm not sure why and where this skimmer to return jets catching / holding air, and how can I get rid of this issue? can getting more air (aeration) add any parameter to water?

Please help.

You have a suction side air leak in the pipe that you close the valve on.

Post pictures of your equipment pad and show us what valve you closed.

 
The valve is closing, I guess one of the two skimmers and if it's eliminating the bubbles that would mean the suction side air leak is that skimmer. But it may be a weir door not functioning properly by not letting enough water into the skimmer so then air can get through.
