Pool pump is not bonded. Is it possible that this metal rod it for bonding to?

Looking to install a new pool pump soon and discovered that bonding is a thing that exists. To my knowledge, nothing related to my pool is bonded. It was put in during the early to mid 90s. I purchased the house just a couple of years ago so I've no idea what happened before that. There is no copper wire of any kind coming out of the ground, which it seems should be the case. However I did notice this metal rod. This seems more likely to be for grounding of some kind, but I thought I'd ask if there's any way to know if it is actually for bonding.

that was probably a pour attempt at what they may have thought was bonding.. it is not...

It will be a challenge to retrofit a bonding grid... what does the deck and pool look like, throw up some picks and we will see if it is possible.. :)
