Pool Pump Impeller Size Query

First time poster here!
I have a Hayward Super II Pump SPX3020AA fitted with a Hayward SPX3016C impeller, but only running it with a 1 SFHP motor.
Would that explain why the strainer never fills completely?
If that is the case would downsizing the impeller make it run more efficiently?

SPX3016C requires 2 hp.

The motor is way overloaded.

For your motor, you need a SPX3005C or a SPX3007C.

Impeller.....Total HP required.

SPX3005C......0.75
SPX3007C......1.10
SPX3010C......1.5
SPX3016C......2.0
SPX3021C......2.5
SPX306C......3.45

HAYWARD 2" x 2" Super II Pump Housing Strainer with Drain Plugs SPX3020AA.

That is the housing part number, not the pump Model Number.

Most likely, the housing has been replaced.

I replaced the housing a few years ago now, yes and swapped out some of the parts.
As such, I don't have a specific pump model number if it is as I assume you are referring to a complete Hayward unit.
If I downsize the impeller as per your recommendation would I need to change out other parts too?

The diffuser needs to be changed to a SPX300BN and the Impeller Ring needs to be changed to a SPX3005R.

For Impeller SPX3005C, SP3007C, SP3010C, USE SPX3005R; For Impeller SPX3016C or above, use SPX3021R.

You should also replace the seal.

I'm not exactly sure I'm reading the pool pump motor label correctly as a 1 SFHP as it is infact uprated to 1.5HP.
The motor is a:

Century (A.O. Smith) 1.5 HP Up Rate Motor, Round Flange 56J Frame, Single Speed - Model UST1152​

I'm sorry for any confusion I initially caused if this has any bearing on what you previously told me above.

I haven't a clue what flow rate I need, how do I figure that out?
I've found a link to a chart below.
It's a weird shaped pool, the closest similar design is a kidney shape.
Using the calculator I estimate it to hold no more than 15,000 gallons.
I currently run the motor for 6 hours a day, but in the summer here in AZ when temperatures hit 100+ on a daily basis it obviously needs running much longer.

I don't have a pool heater so I'll have to invest in a dry suit, LOL!
We pay nearly $500 a month in electricity during the 'eternal' summers here, so I'm glad for a little financial respite in our so-called 70F+ 'winters'.
Thank you ever so much for all the great information you have shared, it was very enlightening to say the least!
