Good to hear you are able to pour chlorine into your pool. Once your cya is under control from draining that would be the ticket!

Sounds like this new pool guy is a keeper! However, in order to reduce the buildup of CYA you'll need to replace some water. If you're unable to drain because of the plaster and you're able to get a waiver from your city maybe this new pool guy can attempt the replace some of your water using the tarp method. Keep calling around until you find a pool service that doesn't use chlorine tabs. They exist.
