Pool liner ripped away below stairs

As a result of some heavy storms over a long period, my 3 year old liner has ripped away where it connects to the bottom of the stairs.
Are repair options?
Called my pool guy and took a 3 second look and said "new liner". Never have seen this before. You can see the jagged edge below the bottom step. Oddly, not leaking

That's crazy that it's not leaking. I suppose it's still adhered tightly a few inches down and along the face of the stair. I'm no liner expert so I can't say for sure if there is a suitable repair option since it appears to be holding water. Maybe get a second opinion locally? Time if of the essence now though as you'd want that sone before what , Sept? Once people start scheduling closings you'll never get a tech out there.
