Pool cover is taking on water.. should this be replaced or is it normal?

Hi, our new house came with a pool and I am noticing I have to add about 2" of water each week. I have done some research and this is in range of normal evaporation, however leave the cover on when not in use and my understanding is this should greatly reduce evaporation. I have done the bucket test and can rule out a leak.

This is a vinyl pool cover, installed in 2018 from the records. To me it looks like it is taking on water, however I do not know enough to know if this is normal or not. I provided a picture to show you what I am talking about. This seems to me a likely way to lose a lot of water but maybe you can advise if I should be concerned or not?

That pool cover does not look correct. It should fit tight and not sag. And unless it rained that pool water should not be on the top of the pool cover. If the cover is sagging into the pool and getting pool water on top then it has holes in it.
