Polaris 280 vacuum not moving

We have a polaris 280 pool vacuum that I have been trying to fix for the last few days. I'm hoping someone can give me some feedback on what may be wrong. When I turn on the vacuum it just sits there and won't move (see pics) So far I have taken it apart a few times. Ive replaced one wheel. All the wheels spin easily when I move one and all other wheels are in good shape. There doesn't seem to be anything wrong with the drive shaft. The backup valve works. I cleared a clog where the bag collects water and now water is flowing through to the bag. The float does not have any water or leaks in it. The feed pipe has water flowing and I just replaced the sweep hose. I'm trying to figure out what else to look at. I'm wondering if their isn't enough water pressure, even though the water seems to be flowing well. I'm trying to get someone to come look at our pool pump motor as it's making a loud noise. Any other suggestions or feedback is very much appreciated!!

Internally there is a jet that is similar to the ones spraying into the bag. It sprays water onto a paddle wheel that drives the axle. It may be clogged.
