Please help me with my pool base. Losing my mind!

Hey friends, so im in the middle of setting up one of those coleman above ground pools (22’) and weve started on the base, got 3 yards of stone dust delivered and now trying to level. This is where im stuck. Based on the suppliers recommendations 3 yards shouldve been plenty but based on the photos, it seems im nowhere close. Using the 2x4 and rebar method. I’ve moved as much of the material from the high side towards the low side as I can. It looked pretty close to level to me from eyeballing it, but once I set up the 2x4, it doesn’t even look close. As you can see in the photos, had to hammer the 2x4 up the rebar a bit to level out the post. And at the low side, I’m looking at another 8-8.5”. So my questions are:
Am I using this method correctly?
Is it ok to use mason dust to a depth of about 8-8.5 inches?
The inner circle I sprayed is pretty much at 22’ in diameter (what it’s advertised as). Is that diameter of the liner or the furthest point between the legs? Just curious if the legs will sit at that distance or will they be further than the 22’.

Could I not just add more stone dust to level the low side? My ground is very gravely

Nope. You will get settling where you build up. It cannot support the weight of the water.

Pools must be placed on undisturbed ground.
