Plaster issue since build several years ago

We were told by the PB that the problem noted in the picture below was caused by "cream" that had yet to come off. We were told to brush, brush, brush. So, we did. We scrubbed all areas really well, and concentrated quite a bit of effort on the patch/streak areas. It still looks exactly the same as it did in the first few days. We are considering draining the pool and doing an acid wash in hopes of removing whatever this mess is. We contacted the PB in the beginning, but as they had to redo our plaster three times due to cracking/crazing and other issues, they were literally no help at all. Any thoughts on the issue are welcome! Thanks in advance!IMG_7242.JPG
 
When you drain the pool to acid wash the plaster, it will all look the same color. The cream spots are impossible to see. So you will need to acid wash the whole bottom floor. Trust me its very hard to see when the plaster is dry. Use a small sprayer with a 50/50 mix of acid and water with someone going behind you with a sponge wiping the area. It's not always as easy as it sounds to get that cream off without over exposing other areas. Sometimes even using acid doesn't help much. You could spend days going in circles, or you could blend it down enough to match the rest of the plaster.
