Pentair Valve Leaking from Stem with New O-Rings and Diverter

If I open my Pool Cleaner suction valve more then ~60% I get a suction leak.
Once the valve is opened, air immediately gets in the pump lid, bubbles come through all returns and I can actually slightly hear the valve hissing.
If I look at the valve after a while, I can see water all over the top lid; it appears to be coming from the stem.

Here's the thing...
I bought new Stem O-Rings, which did not help. I bought another set and tried again... still no luck. They were oem from Pentair.
I bought an entire new valve and replaced the guts. So a new Diverter, new stem, handle, lid cover... everything but the valve body.
I lubed the diverter and o-rings when installing.

You can see it's leaking from the stem. But these are new o-rings. It looks like it's just pushing past them.
How can water still be getting by all the the o-rings?
Could it somehow be a "warped" valve body?
Could it be a suction leak elsewhere, like the pipe joint? Thing is, you can see the water coming from the stem.

Any insight is appreciated. I've done everything aside from cutting and replacing the 3-way valve housing itself. I'm stumped.
This is my first pool, but it seems to have a ridiculous amount of valves.

Thanks for the reply. That makes sense.

So if a currently used, non leaking diverter leaks on this valve body and it did NOT on the valve it was in before... then it's the actual valve body itself.
In that case, I'd need to cut out and replace?

The pool repair at my neighbors house did say he though "warped valve body", but he didn't inspect or touch it... I just explained the issue to him while I was getting the mail and he was getting into his truck.
