Pentair IntelliFlo VSF (011056) break 1" pipe?

I replaced my 2.25HP 3450RPM Hayward pump with the Pentair IntelliFlo VSF (011056). I had it set at 2800 RPM today and a few minutes at 3450RPMS. I noticed water pouring out of the ground in an unusual spot. I assume it cannot be a coincidence and that it is related to the higher HP pump. I dig down and thought it was the drain from the filter but it's an unknown PVC 1" line nearly side-by-side against what I think is the drain. It’s leaking out of the seam and it is in an unusual spot behind the heater/electronics/filter/etc. but who knows how the piping was run. Why would anyone use 1" piping if all the other visible piping is 1.5"? And, is there any concern about this pump with this 1" piping and I suppose there could be more?

The line is a 1" conduit for the spa lights -- not related to Intelliflow. I cannot cut the PVC and replace it as it connects to the deck box with electrical line. I drained the spa so I can run the filter and waiting for the water in the line to completely drain. I used Water Weld and some weatherproof tape to slow the leak. I can remove that and use epoxy as that is not a pressurized line. Or, do I cut the PVC carefully and pull the electrical out and replace the PVC to the nearest elbow?
