Paver near pool edge sinking

Hi,

I have a few pavers that are sinking near the edge of the pool. The ones around the skimmer isn’t that worrisome but one paver at the a corner dropped by 3 inch and looks like there’s a cavity (please see pic). The rest of the deck looks good. Do I have a structural problem? Would filling in sand be sufficient?

Pull up that corner stone and maybe the stones around it and see what is the condition under it before deciding what to do.

There wasn't enough compacting prep before the paver work was done so the underlying material dropped filling some voids below it.
