O ring in my pump filter

I searched but couldn't find a similar situation. I was cleaning my pump filter basket and noticed this o-ring. Any suggestions on how to approach finding where this came from?

I also had me pump randomly trip the breaker before I found this. Not sure how or if that could be relevant.

We've seen O-rings break-free from automated vacuum cleaners. If you use a cleaner, I'd start there first.
