No Combined Chlorine but water is a bit cloudy

We've had a TON of rain here in Central NJ the past week. My PH was 7.4 and it just tested at 7.0. I had my wife throw in a half box of Borax and then we'll retest.
CYA at about 45.
TA around 70.

Last tested FC to be 4.5.
No CC

Has wife throw in three cups of bleach to get FC to be around 7ppm.

Been running filter non-stop since yesterday.

Could the rain have screwed up my pristine clear water? Could I still have an algae outbreak with no CC?
 
CC and algae actually have little to do with each other. CC is indicative of a problem with water chemistry, but a lack of CC in a cloudy pool shouldn't be a factor in recognizing an algae problem. You could add chlorine to a swamp and get no CC reading, you could add chlorine to a clear pool and get a massive CC reading.
