What is the best way to post a question, say on warm weather and dull water? I probabably can't see the trees for the forrest, but I can'tfigure out where to post a new question.

I will appreciate any guidence

Go to on of the topic areas, for example Just Getting Started, and press the "+ New Topic" button, just below the sub-heading on the left.

You must have done essentially that, except in the Forum Issues area, to ask this question.
