New pool pebbleplus stains vs resurfacing issue

Just had our pool refinished with pebbleplus...similar to pebble tech. The pool balance process started today. There appears to be some white marks in certain parts of the bottom. They don't come out with brushing. Pool remodel company says chemical stains. The pool balance guy says discoloration from the resurfacing. Not sure who to believe.
