"New" Motor Appears Dead

I bought what appeared to be a brand new motor at an estate auction. All the numbers - volts 230/115, rpm 3450, HP 1 1/5, amps 8.0/16.0. My old motor was loud even with new bearings. When I wired the new motor in and flipped the switch nothing happened, no sparks, no noise, no humming no effort at all to turn, no popped circuit breaker. It turns freely by hand. I measured across the L1 and L2 terminals and there is 250 VAC. I understand if I had these conditions with my 10 yr old motor it would indicate a bad motor. I can't imagine a new motor would be bad out-of-the-box so to speak. Any ideas?
