With all that water in there now, I don't think you're going to be able to move that liner. Maybe @Mdragger88 has another thought. Let's see.

Its hard to tell from the picture- is it a bulge where it is loose/ ill fitting/improperly set or just that the liner needs to stretch more?
Have you used a vacuum to help make the liner tight against the walls?
* The pool should only be filled during the daylight hours when the sun is on the pool to ensure it stretches properly.
