New Fiberglass pool with tiny scratches and adhesive etc on water line, how to clean?

So we have a new Fiberglass pool with and Ill go around when Im in pool and clean the water line by rubbing my hand over it. But I notice some long fine scratches and adhesive/epoxy or something that is on exposed part. The pool builder sanded down some areas that are worse, but now they look dull to me. Im not to found of the look after her sanded.

Whats best way to clean the water line and or get rid of scratches.

I can't comment on the scratches, except I hope she didn't sand off the gel coat?

I've used one of the MyteeMitt hand mitts that you wear and scrub along the water line and it works well. I've also waxed my water pool edge from the waterline up to the concrete to make it shine and repel water spots better. Takes a lot of elbow grease but I like it.
